CEFR English Levels Explained: A1 to C2

What A1, B2 and C1 actually mean, how they translate into IELTS bands, and a fast way to figure out your own level — without sitting a formal exam.

📊

If you've ever seen a job ad asking for "B2 English" or a course labelled "C1" and wondered what that actually means, this guide is for you. CEFR is the measuring stick most of the world uses for language ability — and once you understand it, you can set clear goals instead of the vague "I want to be fluent."

What is the CEFR?

CEFR stands for the Common European Framework of Reference for Languages. It's an international standard that describes language ability on a six-point scale, from A1 (beginner) to C2 (mastery). Its clever design is that it describes what you can do — "I can order a meal," "I can follow a fast debate" — rather than which grammar rules you've memorised. That makes it practical: it measures communication, which is the whole point of a language.

The six CEFR levels

The levels come in three bands: A (Basic user), B (Independent user), and C (Proficient user).

LevelBandWhat you can do
A1BasicHandle very simple, everyday phrases; introduce yourself; ask and answer basic personal questions if the other person speaks slowly.
A2BasicCommunicate in simple, routine tasks — shopping, directions, describing your background in basic terms.
B1IndependentDeal with most situations while travelling; describe experiences and opinions; get by in a conversation on familiar topics.
B2IndependentInteract with native speakers fairly comfortably and spontaneously; discuss a wide range of topics; give clear, detailed opinions.
C1ProficientUse English flexibly and effectively for social, academic and professional life; express ideas fluently without obviously searching for words.
C2ProficientUnderstand virtually everything; express yourself precisely and naturally, even in complex situations. Near-native.
Where "fluent" sits

When people say "fluent," they usually mean B2 and above. B2 is the level where you stop translating and start genuinely conversing. It's a realistic, life-changing target for most learners.

How CEFR maps to IELTS

If you're aiming for study or immigration, you probably think in IELTS bands. Here's the approximate translation. Treat these as ballpark ranges — the two systems measure differently, but this is close enough for planning.

CEFRIELTS band (approx.)Typical use
A23.0 – 3.5Basic everyday English
B14.0 – 5.0Some workplaces, foundation courses
B25.5 – 6.5Many universities & skilled jobs
C17.0 – 8.0Top universities, professional roles
C28.5 – 9.0Near-native mastery

How to find your own level

You don't need a formal exam to get a useful read. Two quick methods:

1. The can-do check

Read the "what you can do" column above from the top down. Your level is the highest row where you can honestly do everything listed, comfortably and consistently — not just on a good day. Be strict with yourself; most learners overestimate by half a level.

2. A few minutes of real conversation

Speaking level is best judged by speaking. A short conversation with a teacher — or an AI coach that estimates your level — will place you faster and more accurately than any written test, because it captures fluency and pronunciation, not just grammar knowledge.

Then: how to move up a level

Whatever your level, the lever that moves it fastest is speaking practice. Reading and grammar lift your knowledge; only speaking lifts your production, which is what CEFR actually measures at the higher bands. Build a daily speaking routine and use the techniques in how to speak fluently and confidently to climb from B1 to B2 to C1.

Frequently asked questions

What are the CEFR English levels?
CEFR has six levels in three bands: A1 and A2 (Basic user), B1 and B2 (Independent user), and C1 and C2 (Proficient user). They describe what you can do with a language rather than what grammar you know, and they're the international standard used across Europe and by most language tools.
What CEFR level is fluent English?
Most people mean B2 or above when they say "fluent." B2 lets you interact comfortably and spontaneously with native speakers; C1 means you use English flexibly and effectively for social, academic and professional purposes. C2 is near-native mastery.
How does CEFR compare to IELTS?
Roughly: A2 ≈ IELTS 3–3.5, B1 ≈ 4–5, B2 ≈ 5.5–6.5, C1 ≈ 7–8, and C2 ≈ 8.5–9. These are approximate bands because the two systems measure differently, but they're close enough to translate for planning.
How do I find out my CEFR level?
Read the "can-do" descriptors and find the highest level where you can genuinely do everything listed. For speaking specifically, a few minutes of real conversation with a teacher or an AI coach that estimates your level will place you quickly.
